How to groom a Border Collie?

I have a red/white BC who is just 1½ years. I was wondering if I could cut the fur on his hind end/legs (they look like wings) because they get matted from in/out of the water plus it's really hot here!

I only groom the hair on his feet (under the knee), not the hair on his tail or upper legs. But of course you can make your own decision, just use sharp scissors en be very careful. On a conformation show they prefer to have the lower part of his legs to be short haired, so just do your best to make him look very handsome.
